§ 110.16 HEARING.
   In the event that a hearing is requested by the licensee, the Clerk-Treasurer shall set a time for such hearing not less than ten days and not more than 20 days after request, at which time the Clerk-Treasurer shall hear all testimony offered by the licensee, and shall inform the licensee of all information upon which alleged violation of law by the licensee has been determined. If the license has been issued by the Council, such hearing shall be conducted by the Council. On completion of such hearing, the Clerk- Treasurer or Council, as the case may be, may make a final order suspending or terminating the license in question. Upon the entry of any such order by the Clerk-Treasurer, the licensee may appeal the determination of the Clerk-Treasurer to the Council by filing request for such appeal with the Clerk- Treasurer within ten days after receipt of notification of the order of the Clerk-Treasurer, and the Council shall thereupon promptly hear the licensee and review the determination of the Clerk-Treasurer and make its final order sustaining or modifying the determination of the Clerk-Treasurer.
