(A) A licensee or permittee shall not have the right to change the location of the licensed premises, except upon the approval of the Clerk-Treasurer if the license shall be issued by him or her, or upon the approval of the Council if the license shall be issued by the Council.
(B) Application for such removal shall be made in writing in such form as shall be prescribed by the Clerk-Treasurer and shall be accompanied by the required removal fee.
