In the event any of the owners of lots and premises abutting on any street ordered to be surfaced shall fail to put such branch gas, water and sewers, and make connections with the front line of their premises as herein provided and required within 30 days after notice from the City Engineer so to do, or such additional period of time as may be required by the Council, the Council shall proceed and cause all such branch gas, water and sewer pipes to be put in and connections made and assess the cost thereof against the respective lots and premises properly chargeable with the same as a part of the total improvement.
