(A) The water and sump service is the property of the owner of the lot or premises abutting the street. The owner is responsible for the installation, maintenance and repair of the water and sump service and the costs therefor.
(B) The sewer service is the property of the owner of the lot or premises on private property. Normal maintenance such as cleaning, removal of clogs and root removal will be the responsibility of the property owner for the entire service line. The city is responsible for the service line repair within the public right-of-way.
