If the public sewer and water supply systems are accessible in a street, alley or easement to a building or premises and the connections are feasible, liquid waste from any plumbing system in that building must be discharged into the public sewer and the water distribution system must be connected to the public water supply system unless otherwise permitted by the administrative authority.
