Before any street in the city shall be surfaced, all gas, water and sewer pipes and mains, where they can be reasonably constructed, shall be laid therein and connections made with such gas, water and sewer pipes and mains to the front line of each lot abutting on any such street ordered to be surfaced. Where any such abutting property is unplatted, the services shall be stubbed in at reasonable intervals as may be determined from time to time by the Council so as to correspond to future platting and development.
