No opening shall be made in any street in the city without first having obtained a permit therefor from the Engineer on forms supplied by the Engineer. Permits to make openings in any street shall be issued only to licensed plumbers, public utilities companies or recognized public service agencies. All streets, sidewalks and alleys shall be repaired in accordance with city specifications.
