No person shall leave, distribute or scatter, for advertising purposes, any handbill, circular or notice of any kind in or on any street, alley or public place within the area of the city bounded by Rose Street on the north, by Elm Avenue on the east, by Mill Street on the south and by the Straight River on the west, nor in any automobile or other motor vehicle of any kind at any place in the city.
