§ 73.02 PROCEDURES FOR MAKING SPECIAL ASSESSMENTS.
   (A)   The procedures for financing and assessing benefitted property will be those procedures established under Minn. Stat. §§ 429.011 through 429.091, as they may be amended from time to time, not to exclude any other procedures and powers now or hereafter provided by general law or Home Rule Charter.
   (B)   Special assessments will be determined on a project-by-project basis within the Parking Assessment District, pursuant to Minn. Stat. § 459.14, Subd. 7, as it may be amended from time to time.
   (C)   As a condition for the issuance of building permits in the Parking Assessment District, when such permit will involve the construction or remodeling of a structure so that the number of deficient parking spaces as was determined for that property under a specific parking lot assessment increases, the property owner shall pay to the city the difference between the original assessment and the amount that would have been assessed based on the projected parking deficiency. Said money shall accrue in a debt retirement fund for debt incurred in the acquisition and construction of off-street parking within the Parking Assessment District.
