§ 73.01 DISTRICT ESTABLISHED.
   The City Council, pursuant to authority granted in Minn. Stat. § 459.14, as it may be amended from time to time, hereby establishes a Parking Assessment District within the boundaries of the following described tract for the purpose of acquisition, development, maintenance and repair of additional parking facilities, and spreading an equitable part of the costs through special assessments against benefitted properties: beginning at the intersection of the north right-of-way line of Rose Street, and the westerly right-of-way line of Hoffman Drive; thence east along said north right-of-way line of Rose Street to its intersection with the centerline of the Straight River; thence north along the centerline of the Straight River to a point due west of a point 36.3 feet north of the intersection of the north right-of-way line of Rose Street and the west right-of-way line of North Oak Avenue; thence east to a point on the east right-of-way of North Oak Avenue 36.3 feet north of the intersection of the north right-of-way line of Rose Street and the east right-of-way line of North Oak Avenue; thence north along said east right-of-way line of North Oak Avenue to its intersection with the northwest corner of Lot 2, Block 4, Abbott’s Addition; thence east along the north line of said Lot 2, Block 4, Abbott’s Addition, to its intersection with the west line of Lot 1, Block 1, Howe’s Addition; thence north along said west line of Lot 1, Block 1, Howe’s Addition, 99 feet; thence east 6.8 feet; thence north ten feet, continuing north along the west line of Lot 2, Block 1, Howe’s Addition, to its intersection with the south right-of-way line of Fremont Street; thence east along said south right-of-way line to its intersection with the east right-of-way line of North Cedar Avenue; thence north along the east right-of-way line of North Cedar Avenue to a point 82.5 feet north of the north right-of-way line of Fremont Street; thence east 185 feet; thence south to the intersection with the south right-of-way line of Fremont Street; thence east along said south right-of-way line to its intersection with the northeast corner of Lot 19, Block 1, Pettit’s Addition; thence south along the east line of said Lot 19, Block 1, Pettit’s Addition, to the northeast corner of Lot 6, Block 1, Pettit’s Addition; thence east along the north line of Lots 7, 8, 9 and 10, Block 1, Pettit’s Addition, to the northeast corner of Lot 10, Block 1, Pettit’s Addition; thence south along the east line of said Lot 10, Block 1, Pettit’s Addition, 62.37 feet; thence east 165 feet to the east right-of-way line of North Elm Avenue; thence south along said east right-of-way line of North Elm Avenue to its intersection with the south right-of-way line of North Elm Avenue; thence south along said east right-of-way line of North Elm Avenue to its intersection with the south right-of-way line of Rose Street; thence east along said south right-of-way line of Rose Street, 115.5 feet; thence south 105.93 feet; thence east 49.5 feet; thence south 122.42 feet to the north line of Lot 3, Block 21, Original Town; thence east along the north line of Lots 3 and 4, Block 21, Original Town, to the northeast corner of Lot 4, Block 21, Original Town; thence west along said north right-of-way line of Broadway Street to the east right-of-way line of Elm Avenue; thence south along said east right-of-way line of Elm Avenue to its intersection with the south right-of-way line of Main Street; thence east along said south right-of-way line of Main Street to the northeast corner of Lot 2, Block 14, Original Town; thence south along the east line of Lot 2, Block 14, Original Town, to the southeast corner of Lot 2, Block 14, Original Town; thence west 33 feet; thence south to the north right-of-way line of Mill Street; thence west along said north right-of-way line of Mill Street to its intersection with the east right-of-way line of Elm Avenue; thence north along said east right-of-way line of Elm Avenue to a point 66 feet north of the north right-of-way line of Mill Street; thence west along a line parallel to and 66 feet north of the north right-of-way line of Mill Street to the east line of Lot 12, Block 6, Original Town; thence south along the east line of Lot 12, Block 6, Original Town, to the north right-of-way line of Mill Street; thence west along said north right-of-way line of Mill Street to its intersection with the east right-of-way line of South Cedar Avenue; thence north along said east right-of-way line of South Cedar Avenue to a point 148.5 feet north of the north right-of-way line of Mill Street; thence west along the south line of Lots 1 through 16, Block 7, Original Town, extended to its intersection with the west right-of-way line of South Oak Avenue; thence north along said west right-of-way line of South Oak Avenue to a point 110 feet south of the northeast corner of Lot 1, Block 8, Original Town; thence west along a line parallel and 110 feet south of the south right-of-way line of West Main Street, to a point 189 feet east of the east right-of-way line of Walnut Avenue; thence south along a line parallel and 189 feet east of the east right-of-way line of Walnut to the south line of Lot 3, Block 8, Original Town; thence west along the south line of Lots 3 and 4, Block 8, Original Town, and the south line of Lot 4, Block 2, Cornell, Pettit, Moss, Van Vliet and Durand Addition, extended to the west line of Walnut Avenue; thence north along said west line of Walnut Avenue to its intersection with the south right-of-way line of West Bridge Street; thence west along said south right-of-way line of West Bridge Street to its intersection with the centerline of the Straight River; thence northerly along the centerline of the Straight River to the southwesterly right-of-way line of Hoffman Drive; thence northwesterly along said southwesterly right-of-way line of Hoffman Drive to the point of beginning.
