The City Council, pursuant to authority granted in Minn. Stat. § 459.14, as it may be amended from time to time, hereby establishes a Parking Assessment District within the boundaries of the following described tract for the purpose of acquisition, development, maintenance and repair of additional parking facilities, and spreading an equitable part of the costs through special assessments against benefitted properties: beginning at the intersection of the north right-of-way line of Rose Street, and the westerly right-of-way line of Hoffman Drive; thence east along said north right-of-way line of Rose Street to its intersection with the centerline of the Straight River; thence north along the centerline of the Straight River to a point due west of a point 36.3 feet north of the intersection of the north right-of-way line of Rose Street and the west right-of-way line of North Oak Avenue; thence east to a point on the east right-of-way of North Oak Avenue 36.3 feet north of the intersection of the north right-of-way line of Rose Street and the east right-of-way line of North Oak Avenue; thence north along said east right-of-way line of North Oak Avenue to its intersection with the northwest corner of Lot 2, Block 4, Abbott’s Addition; thence east along the north line of said Lot 2, Block 4, Abbott’s Addition, to its intersection with the west line of Lot 1, Block 1, Howe’s Addition;
