To control and regulate the parking of motor vehicles within the public parking lots, the Council may, by resolution, designate that certain portions of any of the public parking lots, streets or other public areas are restricted to a limited time for parking. The City Council shall establish, by resolution, zones for parallel and diagonal on-street parking within the Central Business District of the city, with the following restriction: no parking other than parallel parking shall be authorized on a municipal state-aid street or county state-aid highway within the Central Business District, except such roads as meet the minimum state-aid standards for such parking and approval is returned from the MN/DOT.
