§ 90.12 DOGS CREATING A NUISANCE.
   Any dog or dogs, whether running at large, tied, or penned on the premises of any person within the city, which by frequent frightening, howling, or yelping shall annoy any neighborhood, are deemed to be a common nuisance and the owner, keeper, or possessor of any such dog or dogs, on being notified to do so by the Chief of Police, shall take proper means to abate such nuisance or dispose of such dog or dogs.
