All persons seeking to cut into or bore under any street or alley of the town must first obtain the approval of the Town Council or its designee, submit a completed application in the form prescribed, along with a drawing and a maintenance bond and the proper fee, as set forth in § 10.98, per cut or bore. In addition, the responsible party shall take two photographs of the street in which will be bored and/or cut; the first being taken prior to the boring and/or cutting, and the second being taken after the boring and/or cutting and after repair of the same and each photograph shall be provided to the town immediately after being taken.
