§ 173.14 SPECIAL PARKING PERMIT.
   (A)   A special parking permit may be granted to a specific vehicle or vehicles, which will exempt that vehicle or vehicles from the provisions of § 173.10(A)(17) during the length of time identified in the permit.
   (B)   Such special parking permit shall only be issued when all of the following conditions exist, as determined by the Village Manager:
      (1)   Unique characteristics of the residence exist, such as a one car wide driveway or garage.
      (2)   The expansion of parking facilities on private property is extremely difficult or impossible.
      (3)   Permitting a vehicle to park on the street does not create a threat to public safety.
      (4)   The need for such a special parking permit is not created by an ownership of an unusually large number of cars or some other self imposed situation.
      (5)   Permits shall comply with the following:
         (a)   The owner of a car with a special parking permit will be responsible for moving the car when snow plowing is likely or when directed to do so by the village.
         (b)   A special parking permit shall be valid for a length of time identified by the Village Manager, dependent upon circumstances, however, in no case shall such a permit be valid for a period of greater than 12 months.
         (c)   A special parking permit must be affixed to the vehicle in a manner directed by the village.
         (d)   A charge of $10 for each special parking permit shall be paid prior to issuance of the permit.
