(A) City collection of refuse. The city shall contract for on-site garbage, refuse, and recycling collection from all residential dwelling units at least once each week with schedules and fees to be determined by the Council. All residential dwelling units are required to utilize the city contract.
(B) Private collection of refuse. All owners of multi-housing dwelling units and commercial establishments shall contract with private garbage and refuse collectors to provide for garbage, refuse, and recycling collection at least once each week from their commercial establishments and from all residents of their multi-housing dwelling units.
(C) Sorting and removal. Every property owner, lessee, and occupant in the city shall control the garbage, refuse, and recyclable materials on their premises so as to keep the premises in a clean and sanitary condition and shall have the garbage, refuse, and recyclable materials removed at regular intervals, being at least once each week. Every property owner, lessee, and occupant in the city shall separate from all garbage and refuse they generate the designated recyclable materials before disposal or collection and then sort separately into the following categories for collection:
(1) Paper recyclable, which shall be bundled with string or secured in a manner so as to prevent them from being blown or scattered, and shall be maintained in a dry condition free of any other substance and shall not be placed in plastic bags;
(2) Aluminum recyclable, which shall be clean of all contents and shall not be placed in plastic bags;
(3) Glass recyclable, which shall be clean of all contents and shall not be placed in plastic bags. Caps, lids, and all metal shall be removed prior to collection;
(4) Plastic bottles with necks, which shall be rinsed clean of all contents and shall not be placed in plastic bags; and
(5) Magazines and catalogs, which shall be bundled with string and shall not be placed in plastic bags.
(D) Recyclable categories. The categories of recyclable materials may be changed from time to time by Council resolution.
