§ 50.05 COLLECTORS; REGULATIONS; EQUIPMENT.
   (A)   Collectors; regulations apply. Collectors shall comply with all laws, regulations, and ordinances of the city, the county, and the state. The garbage, refuse, recyclable materials, and yard waste so collected by a collector shall be disposed of in a manner as provided by Minnesota Statutes and Regulations, state rules and regulations; county rules, resolutions, and ordinances; and city ordinances.
   (B)   Equipment specifications. All garbage and refuse shall be transported on the streets and alleys in the city only in vehicles with leakproof bodies of easily cleanable construction and completely covered with metal, preferably a packer truck. The collectors shall make all collections of recyclable materials and yard waste in watertight metal receptacles or vehicles with closed tops so constructed that their contents will not leak or spill therefrom. Receptacles and vehicles shall be kept clean and as free from all offensive odors as possible and shall not be allowed to stand in any street, alley, or other place longer than is reasonably necessary to collect garbage, refuse, recyclable material, or yard waste. The collectors shall keep equipment used in the performance of the work in good operating condition and in a clean, sanitary condition and shall thoroughly disinfect each vehicle at least once a week unless the same has not been used since the last disinfection thereof. Equipment is subject to periodic inspection by the city. Vehicles shall be so operated that contents do not spill or drip upon streets or alleys or otherwise create a nuisance. The collector’s name or firm name, together with their phone number, shall be printed or painted in legible letters, not less than five inches in height, on both side and rear of all trucks and conveyances used in the city. Broom and shovel in good usable condition shall be placed and maintained on each truck.
