(A) Container restrictions. Except as otherwise provided in this chapter, all garbage, refuse, and recyclable materials shall be kept in watertight and non-absorbent containers as provided by the collector. Yard waste shall be placed in plastic bags or biodegradable bags if collection is desired by occupants. All containers which contain garbage, refuse, recyclable materials, or yard waste shall at the time of collection be placed adjacent to the abutting street or alley for collection.
(B) Container placement. Garbage containers shall be kept at or near the back door of the building using the same or at the rear of the property if there is an alley, but shall not be kept on a public sidewalk, street, or alley.
(C) Dumpsters. Dumpsters serving multi-housing dwelling units or commercial establishments shall be kept at or near the back of the building, screened from the sidewalks and streets abutting the property, and in no instance be placed upon a public sidewalk, public street, or alley.
