§ 50.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COLLECTORS. Garbage and refuse collection contractor and private garbage and refuse collectors.
   COMMERCIAL ESTABLISHMENT. Any premises where a commercial or industrial enterprise of any kind is carried on, and shall include clubs, churches, and non-profit organizations where food is prepared or served or goods sold. COMMERCIAL ESTABLISHMENT does not include rental residential properties or apartment buildings.
   DWELLING UNIT. A separate residential dwelling place with a kitchen.
   GARBAGE. Animal and vegetable wastes resulting from the handling, preparation, cooking, service, and consumption of food.
   GARBAGE AND REFUSE COLLECTION or COLLECTION. The taking up and collecting of all garbage and refuse accumulated in containers at residential dwelling units within the corporate limits of the city or at multi-housing dwelling units and commercial establishments and the transportation to a sanitary landfill, transfer station, or incinerator.
   GARBAGE AND REFUSE COLLECTION CONTRACTOR. Any person or entity with whom the city shall contract for collection of garbage, refuse, and recyclable materials in the city for all residential dwelling units.
   MULTI-HOUSING DWELLING UNIT. A building or a portion thereof containing three or more dwelling units.
   RECYCLABLE COLLECTION. The collection of all recyclable materials accumulated at residential dwelling units, multi-housing dwelling units, and commercial establishments. Collection shall also include transporting of recyclable materials to a site where they can be processed for the marketplace as determined by the collectors.
   RECYCLABLE MATERIALS. Newsprint, glass, household metal, plastic bottles with necks, magazines and catalogs, and other materials designated as such by the city and collectors.
   REFUSE. All wastes which normally result from the operation of a household or commercial establishment, except body waste and garbage, including but not limited to rubbish, metal cans, paper, cardboard, glass jars, bottles, wood, Christmas trees, ashes, sod, dirt, rocks, household construction materials, cement, bricks, trees, hedge or tree trimmings, furniture, plastics, and any other household refuse or materials small enough for one person to handle. The term REFUSE shall not include leaves or grass clippings, nor shall it include building materials or other waste or debris resulting from construction or reconstruction of buildings and other improvements by contractors, whole trees or parts of whole trees which are in excess of three inches in diameter, or major appliances.
   RESIDENTIAL DWELLING UNIT. Any single building consisting of two or fewer separate dwelling units with individual kitchen facilities for each.
   YARD WASTE. Compostible organic material consisting of grass clippings and leaves.
