§ 32.06 PERSONNEL OFFICER.
   The City Administrator will be responsible for the implementation of city personnel policies. All department heads, supervisors, and administrative personnel shall report directly to the Administrator. The Administrator shall recommend to the Council the hiring, promotion, demotion, suspension, or dismissal of all employees, subject to final approval by the City Council.
