§ 150.06 BUILDING CONDITION REQUIREMENTS.
   (A)   Buildings should be completely enclosed to prevent access of persons, animals, or weather elements to the premises. Doors should be locked, sealed, or boarded up; windows should be locked, sealed with all glass intact, or boarded up; roofs should be maintained to prevent the entrance of persons or rain, hail, sleet, or snow.
   (B)   Yards, shrubbery, or vegetation should be regularly maintained, mowed, and trimmed to prevent overgrowth of grass, weeds, and vegetation and to deter vermin and insect infestations.
   (C)   Wells, cisterns, pools, and water gardens must be completely covered or enclosed to prevent access by persons and animals.
   (D)   Materials, junk, machinery, or tangible property that could constitute a fire hazard, a health hazard, a public nuisance, or are dangerous to persons or property should be removed from the premises and properly disposed.
   (E)   Structures or buildings that remain boarded up or vacant for a period of more than one year shall be considered a blight to the neighborhood and shall be either demolished or made habitable.
