§ 30.02 COUNCIL, CLERK-TREASURER ELECTIONS; TERMS.
   (A)   (1)   Candidates for the Town Council shall be submitted for election to all the voters of the town, at large.
      (2)   To be eligible to run for the office of Town Council member, a person must be a resident of the town, be a citizen of the United States of America, and be of legal voting age.
      (3)   An officer and member of the Town Council forfeits office if the member ceases to be a resident of the town.
      (4)   Only persons who are registered voters, as recorded on the permanent voting records of the county, and who reside within the boundaries of the town may vote at a town election.
      (5)   The candidates from the major political parties for the offices of the Town Council members and the Clerk-Treasurer shall be elected in the primary election held in May of the general election year and not through a town convention.
   (B)   The terms of office for Town Council members and the Clerk-Treasurer, which are held in election cycles, shall be as follows.
      (1)   The Town Council member elected in the 1998 general election shall take office on January 1, 1999, and shall hold office for a term of two years, ending December 31, 2000.
      (2)   The Clerk-Treasurer elected in the 1999 non-general election shall take office on January 1, 2000, and shall hold office for a term of one year, ending December 31, 2000.
      (3)   The remaining Town Council members elected in the 1999 non-general election shall each take office on January 1, 2000, and shall hold office for terms of three years each, ending December 31, 2002.
      (4)   All successors to the Clerk-Treasurer and Town Council members elected after the 1998 and 1999 elections shall thereafter be elected to serve for terms of office of four years.
