26.05   POWERS AND DUTIES.
The Commission shall have and exercise the following powers and duties.
1.   Annually, in January, meet and elect from its members a Chairperson, Vice Chairperson, Secretary and such other officers as it deems necessary.
2.   Recommend development and/or extension of Airport facilities to the Council and accomplish the same as specific municipal budget allocations permit.
3.   Manage and oversee the routine maintenance and necessary repairs to all Airport property, including hangars, runway, pilot’s lounge, communications equipment and the Airport Manager’s residence.
4.   Have direct communication with and supervision of the Airport Manager and make any recommendations to the Council regarding the Manager’s employment, compensation or areas of responsibility.
5.   Select and purchase all items considered necessary for the operation of the Airport, subject to specific municipal budget allocation.
6.   Have exclusive control, subject to municipal budget allocation, of the expenditure of all portions of the municipal funds allocated to the Airport and all charges made and collected for the use of the Airport. The schedule of any such charges must have prior approval by the Council.
7.   Make and send to the City Council on or before the first day of December in each year an estimate, in specific budget form, of amounts necessary for the improvements, operation and maintenance of the Airport for the coming fiscal year, and the amount of income expected for the next fiscal year from any and all sources other than taxation.
8.   Maintain good public relations and keep records of its proceedings.
9.   Be responsible for all licensing and issuance of permits through the Federal Aviation Authority (FAA) or any other required agencies.
10.   The Commission shall have no power to contract debts beyond the amount of its income for the present fiscal year.
