166.03   R-l - SINGLE-FAMILY RESIDENTIAL DISTRICT.
The R-l Single-Family Dwelling District is established for the purpose of medium density single-family dwelling control and to allow home occupations, certain public facilities, and certain special uses. This district takes into account areas which were platted into smaller lots during early years of City growth. It is intended that no uses be permitted in this district which will devaluate property for residential purposes or to interfere with the health, safety, and order, or general welfare of persons residing in the district. Regulations are intended to control population density and to provide adequate open space around buildings and structures.
1.   Permitted Uses. The following uses and structures, and no others, are permitted in the R-l District.
   A.   Single-family dwelling.
   B.   Public parks, playgrounds, and recreation areas, and related buildings operated by a public agency.
   C.   Schools, public and private.
   D.   Churches or similar places of worship.
   E.   Public libraries, museums or similar public buildings.
2.   Conditional Uses. The following uses and structures shall be permitted when authorized by the Board of Adjustment.
   A.   Cemeteries.
   B.   Health and medical institutions, including convalescent, nursing and rest homes and hospitals.
   C.   Privately operated country clubs, golf courses, swimming clubs, riding stables, and similar recreation uses provided that any principal accessory building in connection therein shall be located not less than 200 feet from any lot in an R District.
   D.   Public utility and service uses, including but not limited to electric sub-stations, gas regulator stations, radio and television transmitting towers.
   E.   Sewage treatment plants and lagoons.
   F.   Telephone transmission equipment buildings.
   G.   Filtration plants.
   H.   Railroad rights-of-way.
   I.   Water reservoirs.
   J.   Philanthropic and charitable institutions.
   K.   Day care centers and nursery schools.
   L.   All other uses of a similar character as may be determined by the Board of Adjustment.
3.   Accessory Uses. Accessory uses incidental to and on the same zoning lot as the principal use.
   A.   Private garages or parking areas.
   B.   Living quarters of persons employed on the premises.
   C.   Home occupations as provided for in Section 167.06 of this Ordinance.
4.   Lot Size. Except as otherwise provided in Section 167.07 of this Ordinance, no building shall be erected or altered on a lot which makes provisions for less than the following:
   A.   Lot Area: 7,500 square feet
   B.   Lot Width: 70 feet
   C.   Lot Depth: 100 feet
5.   Lot Coverage. The maximum lot coverage by all buildings, principal and accessory, shall not exceed 40 percent.
6.   Yard Requirements. Except as otherwise provided in Section 167.07 of this Ordinance, the following minimum shall apply:
   A.   Front Yard
      (1)   30 feet
      (2)   Where platted lots have a double frontage or are located at the intersection of two streets, the required front yard shall be provided on both streets.
   B.   Side Yard
      (1)   One story, and one and one-half stories
a.   Total Side Yard - 16 feet
b.   Minimum on One Side - 7 feet
      (2)   Two and Three Stories
a.   Total Side Yard - 20 feet
b.   Minimum Side Yard - 9 feet
   C.   Rear Yard - 35 feet
7.   Height Regulations. Except as otherwise provided in Section 167.07 of this Ordinance, the following maximum height shall apply:
   A.   Principal Structure: 30 feet
   B.   Accessory Structure: 15 feet
8.   Parking Requirements. Two spaces shall be provided for each dwelling unit. See Section 167.04.
9.   Sign Regulations. See Section 167.03.
10.   Supplemental Development Standards. See Section 167.05.
11.   Exceptions and Modifications. See Section 167.07.
