The Superintendent of Streets shall exercise the following powers and duties:
1. Observe and inspect roadways to determine need for and to make recommendations to the City Administrator regarding improvements.
2. Maintain and repair the City’s roadway system.
3. Maintain complete and accurate records of all City roadways, grades and street system equipment.
