(a) Permit Required. No person, partnership, or corporation shall fill or cover over a drainage ditch or swale without having first obtained a permit from the Street Department, to install therein a smooth double wall, plastic heavy duty pipe of at least 12 inches in diameter, unless said ditch or swale adjoins and would connect to a covered ditch or swale within which is a drainage pipe of smaller diameter than 12 inches.
(b) The applicant shall install a 12-inch minimum "T" with strainer at the high side of each driveway and also every 100 feet. Any tie-in from laterals must be cut with appropriate size hole saw into the 12-inch main above mid-point of side of pipe.
(c) All tie-ins and/or main lines are to be inspected by the Street Department before the applicant may cover of the tie-in and/or main. After inspection, the applicant shall cover the tie-in and main with No. 57 gravel.
(d) On Leffingwell Drive from the west entrance of Chaffee Drive to the lead wall of the waterway west of the recreation park, the applicant shall install an 18-inch, smooth interior wall, heavy duty plastic pipe.
(e) The minimum length drainage pipe for a driveway shall be 40 feet.
(f) The driveway entrance and driveway material to be used shall be of the following design and requirements:
(1) From outside edge of the road within road right-of-way to property line, the topsoil shall be removed until clay material is reached or to a minimum of 12 inches.
(2) Backfill without oversized #1 stone to bring close to grade with covering on pipe to be #304 limestone.
