(a) Whoever violates a section of this Chapter shall be guilty of a minor misdemeanor and fined as provided in this section. Each day of violation shall be a separate offense.
(b) The owner or operator of a vehicle who receives a parking citation for violation of Chapter 351, except for Section 351.04 shall report either to the police station in regard to such violation and shall make a payment of ten dollars ($10.00), or shall deposit such notice along with ten dollars ($10.00) in one of the courtesy boxes supplied for such purpose, either of which shall constitute payment of the penalty for and in full satisfaction of such violation. The failure of such owner or operator to make such payment, as set forth above, within five days shall render such owner or operator subject to a penalty of twenty-five dollars ($25.00). The failure of such owner or operator to make such payment as set forth above, within twenty days of the violation shall render such owner or operator subject to the penalty provided by subsection (a) hereof.
(c) The owner or operator of a vehicle who receives a parking citation for violation of Section 351.04(f) shall report either to the police station in regard to such violation and shall make a payment of fifteen dollars ($15.00), or shall deposit such notice along with fifteen dollars ($15.00) in one of the courtesy boxes supplied for such purpose, either of which shall constitute payment of the penalty for and in full satisfaction of such violation. The failure of such owner or operator to make such payment, as set forth above, within five days shall render such owner or operator subject to a penalty of twenty-five dollars ($25.00). The failure of such owner or operator to make such payment, as set forth above, within twenty days of the violation shall render such owner or operator subject to the penalty provided by subsection (a) hereof.
(d) If any person accused of a violation of the restrictions on stopping or parking under this Traffic Ordinance does not appear in response to the notice affixed to that person’s vehicle within a period of ten days, the police department shall send to the owner of the vehicle by general mail with proof of postage, a letter informing the person of the violation, with a warning that the person can be held responsible for such failure to appear at the police department. In the event such person does not so appear within a period of twenty days from the date of the violation and make the appropriate payment, the police department shall cause a complaint to be filed in a court of competent jurisdiction alleging such failure to appear and make payment.
(e) If any person appears in the police department pursuant to the notice or letter provided in subsection (d) hereof, but there fails or refuses to pay the designated fine, the appropriate police department personnel shall cause a citation to be issued from the Department alleging the violation of the appropriate parking provisions of the traffic ordinance. This shall be issued to the person immediately.
(f) No person shall fail to appear at the Police Department pursuant to the general mail letter provided in Section 351.99(d).
