(a) The City Planning Commission as established by the City of Orrville shall serve as the Appeals Board to hear and decide appeals and requests for variances from the requirements of this Section.
(b) Meetings of the Appeal Board shall be held as needed and shall be held at the call of the Chairperson, or in his absence, the Acting Chairperson. All meetings of the Appeals Board shall be open to the public except that the Board may deliberate in executive sessions as part of quasi-judicial hearings in accordance with law. The Appeals Board shall keep minutes of its proceedings showing the vote of each member upon each question and shall keep records of all official actions. Records of the Appeals Board shall be kept and filed in the Office of the Public Safety and Service Director.
