Upon completion of the moving to the satisfaction of the Director of Public Safety and Service, he shall determine the actual cost of City inspection, supervision and work involved, and shall refund to the applicant any excess of the deposit over such actual cost. If the deposit is insufficient to cover costs, the permittee shall be billed the difference in the costs and the amount deposited.
