No permit shall be issued by the Director of Public Safety and Service if such movement cannot be made with reasonable safety to persons or property.
No permit shall be issued until the applicant therefor has evidenced proof of payment for the expenses of all necessary removal, replacement or relocation of utility lines and fixtures.
No applicant, permittee or any other person shall trim or remove any tree incident to any moving operation, except with the prior permission of the Director.
