No person shall move on or along any public street in the City any dwelling, building or other structure without first obtaining a permit therefor from the Director of Public Safety and Service. The applicant for such permit shall set forth in his application the name of the person, firm or corporation who will perform the work or will have the contract therefor, the name of the owner of the building or structure to be moved, the street on or along which the building or structure will be moved, the place from and the location to which such building or structure will be moved, and the dates and the approximate time such operations will take place.
