1311.04 APPEAL PROCEDURE; HEARING BOARD.
   The owner may, within ten days after completion of service of the notice required by Section 1311.02, make a demand in writing to the Director of Public Safety and Service for a hearing on the question of whether in fact a public nuisance, as defined in Section 1311.01(a) exists. The hearing shall be held within ten days following receipt of such written demand and at least two days' notice in writing of the hearing shall be given to the owner. The hearing shall be conducted by a Hearing Board composed of the Zoning Board of Appeals. All members of the Hearing Board shall concur that a public nuisance, as defined in Section 1311.01(a) exists before enforcement of the abatement is carried out. A copy of the decision of the hearing officers shall be promptly served upon the owner in the manner provided for in Section 1311.02.
