No person shall collect garbage, rubbish or household rubbish or any other trash or refuse for any commercial establishment or household rubbish for any householder other than the garbage collector without first obtaining a permit issued by the Director of Public Safety and Service in the manner provided in Section 705.02
of Part Seven - Business Regulation Code. The permit may be revoked for cause by the Director.
