Every person desiring to engage in the business of hauling materials and debris over the public streets shall make application to the Director of Public Safety and Service setting forth the name and address or place of business of such person. Each applicant shall pay an annual license fee of five dollars ($5.00) for each vehicle to be used in the conduct of such business.
