The Director of Public Safety and Service is vested with the power and authority to:
(a) Issue annual licenses for the operation of taxicab companies and chauffeured limousine services upon proof of compliance with the provisions of this chapter. Application for such licenses shall be made to the Safety Service Director on such forms as said Safety Service Director shall approve;
(b) A license issued under this chapter may be revoked if a taxicab company or a chauffeured limousine service fails to comply with the provisions of this chapter;
(c) Require the filing of such annual reports and other data by any taxicab or chauffeured limousine operation operating within the City, as said Safety Service Director deems necessary, to the end this chapter shall be carried out fully and completely;
(d) Prescribe rules and regulations and issue orders in conformity with the provisions of this chapter applicable to any and all taxicab companies or chauffeured limousine services;
(e) Prescribe rules for the appearance and conduct of drivers and the appearance and condition of equipment, and the times and hours of operations; and
(f) Supervise and regulate the operation of all taxicabs and chauffeured limousine services within the City. -
PURSUANT TO SECTION NUMBER 725.03
OF THE CODIFIED ORDINANCES OF THE CITY OF ORRVILLE, THEE FOLLOWING RULES, REGULATIONS AND PROHIBITIONS FOR TAXICABS AND CHAUFFEURED LIMOUSINE SERVICES ARE PROMULGATED:
(1) A taxicab or limousine shall be four-door model vehicle with sufficient room in the rear seat to provide for ease of passenger entry and exit.
(2) Each taxicab or limousine shall carry a fire extinguisher, a first aid kit and emergency reflective signs.
(3) Each taxicab or limousine shall be inspected annually by the Ohio State Patrol and shall bear a safety sticker showing that it has successfully passed the inspection. The inspection is to be made immediately prior to application for annual relicensing under this chapter.
(4) Each taxicab shall have posted in a place easily visible to passengers, a schedule of rates charged by the taxicab company.
(5) Each taxicab shall have the name of the taxicab company displayed on each side, during operation, in letters of sufficient size so as to be clearly visible.
(6) Each taxicab and chauffeured limousine shall prominently display the license issued in the interior of the vehicle.
(7) Each taxicab shall have an illuminated roof light identifying it as a taxicab.
(8) No person shall be employed as a driver of a taxicab or chauffeured limousine unless such person:
A. Is at least eighteen years of age, is of good moral character and is qualified physically and otherwise for such position.
B. Has a valid Ohio operator's or commercial driver's license.
C. Is not under any suspension or revocation in any other jurisdiction.
D. Has been placed on file with the Safety Service Director, by the taxicab company, showing compliance with the above.
(9) No person shall:
A. Drive any taxicab or chauffeured limousine after drinking any intoxicating liquor or having imbibed any drug.
B. Charge any excess of the rates fixed.
C. Fail, neglect or refuse to turn into the Police Department within twenty-four hours all lost articles found in the taxicab or limousine.
