11-1-10: SIMPLE LOT SPLIT PROCEDURES:
   A.   A property owner or their representative shall submit a completed application to the Planning and Zoning Administrator before any split or division of property within the City. The Administrator shall provide a Simple Lot Split Application to property owners who divide a parcel or tract of land within the City into no more than three (3) lots or parcels. The completed application shall be reviewed by all departments for compliance of all City ordinances and shall not be approved until all departments have signed the application.
   B.   Any property owner or their representative who has an application that has been denied shall receive an explanation in writing from the Administrator. Any applicant can also request a formal appeal of any denied application with the City Planning and Zoning Commission. The commission shall hold a public hearing and follow the same public hearing procedures as section 11-2-14 of this title and forward their recommendation to the City Council as Governing Board for a final decision.
