8-1-30: UNLAWFUL REMOVAL:

It shall be unlawful for any person to remove or move any receptacle for the placing of debris, garbage, litter, rubbish or refuse from any private or public property in the City. This Section shall not apply to any authorized City employee or agent, or to the person owning the property or placing the receptacle thereon. (Ord. 476, 10-16-1974)
