Persons placing debris, garbage, litter, rubbish or refuse in public receptacles as required by the provisions of Sections 8-1-6 and 8-1-9 of this Chapter, or in authorized private receptacles shall do so in such a manner as to prevent it from being blown, carried, scattered or deposited by the elements upon any street, sidewalk or other public place or upon private property.
