Fees shall be carried on the water and sewer bill, and the same shall be paid with the water and sewer bill; and the Water and Sewer Department is authorized to discontinue service to any premises if the entire water, sewer and garbage bill shall not be paid, said charges to become delinquent as provided for water charges, and to be subject to the same penalties provided for in the case of water and sewer collections.
