A. Fees Set By Council Action: Fees and rates for collection of garbage and refuse shall be set by action of the Council duly recorded in the minutes.
B. Collections Limited: For the fees hereby established, the collector shall collect a maximum of two (2) cans and two (2) bundles, boxes or other containers on each haul. For excess hauling, the collector may charge and receive a reasonable fee.
C. Hardship; Special Permit: Provided, however, that where the enforcement of the provisions of this Chapter will work a financial hardship, or where the amount of refuse and garbage is of such small amount as not to warrant the collection of the full charges as herein provided, the Mayor and Council may issue a special permit altering the provisions of this Chapter.
