A. Use Of System Required: Every owner and occupant of a premises within the prescribed limits of the City must use the refuse collection and disposal system herein provided, and shall deposit or cause to be deposited in accordance with this regulation all rubbish and garbage that is of such nature that it is perishable, or may decompose, or may be scattered by wind or otherwise.
B. Special Permit Granted: Provided, however, that in sparsely populated areas of the City where the collection of garbage and refuse on the schedules hereinafter set forth would be impracticable, the Council may issue a special permit altering the time and content of collection.
C. Variance Allowed: Provided, further, that when a premises is vacant for an extended period and water/sewer services are not discontinued, the City Council may, in case of hardship, grant a variance to the above provisions of this Section. (Ord. 604, 9-24-1985)
