No person shall park any motor vehicle upon a street or alley in such a manner or under such conditions so as to leave available less than ten feet of the width of the roadway of the street or alley free for the movement of vehicular traffic. No person shall stop, stand or park a motor vehicle within an alley or street in such position as to block the driveway entrance to any abutting property.
