§ 51.01  GARBAGE COLLECTION FEE.
   (A)   There is hereby established a garbage collection fee for each residence in the sums set forth below.
   (B)   All owners, occupiers and lessees of a residence shall be charged for garbage pickup and sanitary disposal by the Town Clerk-Treasurer or his or her designee, and those owners, occupiers and lessees shall pay for such service monthly in advance pursuant to the following rates and charges established by the Town Council.

*And thereafter, provided that said rates and charges may be changed or readjusted in the manner by which they were originally established. However, if the change or readjustment is made substantially pro rata as to all classes of use or service, no hearing or notice is required.
 
   (C)   A late fee of $0.50 per month will be assessed on unpaid accounts. Any owner, occupier or lessee subject to this section and due to the reason of no garbage and rubbish production for any continuous period exceeding two months (i.e., seasonal residence) may apply to the Town Council for exception from the requirements of this section during said period; said exception to be at the sole discretion of the Town Council and must be in writing.
