APPENDIX: TABLE OF BASIC AND AUXILIARY DESIGN ELEMENTS.
   A table of basic and auxiliary design elements for street graphics is hereby established in division (C) of this appendix. Except in areas of special control, no street graphic may be erected, displayed, or substantially altered or reconstructed except in conformance with the Table of Basic and Auxiliary Design Elements, and other requirements of this chapter.
   (A)   Application of Table of Basic and Auxiliary Design Elements.
      (1)   The Table of Basic and Auxiliary Design Elements is to be in full force and effect immediately upon enactment of this chapter.
      (2)   In order to better facilitate the administration of this chapter and application of the Table of Basic and Auxiliary Design Elements, the Planning, Zoning and Development Commission, as soon as practicable following the enactment of this chapter, is authorized and may:
         (a)   Prepare a list of all of the streets and highways in the Village, indicating whether they are two-lane, four-lane, or six-lane.
         (b)   Prepare a list of the average traffic
speeds on all streets, and highways, indicating whether those speeds are 15 to 25, 30 to 40, 45 to 55, or 60 and above.
         (c)   Prepare a map of the village indicating all areas of the village which are residential, office, business, or manufacturing. The Commission may base its determination on either of the following:
            1. Land uses as permitted in the zoning map of the village or as permitted by variance, special exception, or other administrative action of the zoning agencies; or
            2. The nature and character of the land uses in such areas.
   (B)   Characterization of surrounding area. For the purposes of applying the Table of Basic and Auxiliary Design Elements, the area surrounding any business or manufacturing use shall be considered residential or office wherever there is a residential or office area within 300 feet of the property line of such business or manufacturing use. Only that part of the business or manufacturing area which is within 300 feet of a residential or office area shall be considered adjacent to a residential or office area.
   (C)   Table of Basic and Auxiliary Design Elements.
