The license fee to be paid annually to the Village Clerk for the various classes of vehicles, shall be described below.
(A) Vehicles which are designed and used for the carrying of not more than nine passengers, or motorcycles, or motorbikes shall be $15.
(B) Vehicles which are designed and used for pulling, for carrying freight and also vehicles which are designed and used for carrying more than nine passengers, classified according to gross weight, including the weight of the vehicle and the weight of the maximum load, shall be as follows:
(1) Class B: Gross weight, not more than 8000 pounds, will be $25.
(2) Class D, F, H, J, K, L, and N: Gross weight, more than 8000 pounds, but not more than 40,000 pounds, will be $34.
(3) Class P, Q, R, S, T, V, X, and Z: Gross weight more than 40,000 pounds, will be $52.
(4) Recreation vehicles: Vehicles which are used primarily for recreational purposes and are not used commercially nor for hire shall be $15 regardless of passenger capacity.
(5) Vehicles displaying mileage tax registration will be classified in accordance with the weight designation contained in ILCS Ch. 625, Act 5, §§ 1-100 et seq.
(6) The license fee for the above Classes (1) - (5) will be double the amount listed above after the time application is made after August 15 except when the license application meets the criteria set forth in division (E) or (F).
(C) The fee for any vehicle licensed pursuant to division (A) shall be $0.99 and the fee for any vehicle licensed pursuant to division (B)(1) shall be $10.99 provided:
(1) One of the registered owners has attained, or will attain during the licensing period, the age of 65 years; and
(2) No other vehicle with this discount is registered at the address of the applicant.
(D) Any person, firm, or corporation that is engaged in the business of leasing Class “A” motor vehicles from a facility in the village is eligible to apply for a Bulk Rate License for all vehicles that are leased and subject to the tax imposed pursuant to § 71.04(A) of the Code of Ordinances.
(1) The annual fee for a Bulk Rate License shall be set by the Village Authorities.
(2) Bulk Rate Licenses shall expire on July 15 of each year.
(3) Any renewal application for a Bulk Rate License filed after July 15 shall be subject to a late charge of $1,500.
(4) All vehicles subject to a Bulk Rate License shall be exempt from the requirements of § 71.06(A) of the Code of Ordinances.
(5) Applications for Bulk Rate Licenses shall be in a form to be prescribed by the village.
(E) The license fee for a motor vehicle acquired on or after January 15, shall be sum equal to one-half of the license fee set forth herein.
(F) Except as provided in division (E) or where the vehicle license is being transferred from one vehicle to another; or is replacing a lost or destroyed license; or the vehicle has been purchased within 90 days of license application; or the license applicant has lived or operated in the village for less than 90 days from the date of the license application, the following late fees, in addition to the regular fee rounded up to the next whole dollar, shall apply to license applications filed after July 1 of each year:
(1) by July 21 - 20%
(2) by July 28 - 40%
(3) by August 4 - 60%
(4) by August 14 - 80%
(5) after August 14 - 100%

(A) Upon the issuance of any license for any motor vehicle, the Village Clerk shall deliver to the licensee a sticker license emblem for the current license year, and the licensee shall fix the same in the lower right hand corner on the inside of the glass part of the windshield of such motor vehicle, approximately one inch from the right and lower sections of the frame of the windshield. The sticker license for previous year's licenses or licenses for other municipalities must be removed within six months after the expiration of said license.
(B) Upon the issuance of a license for a motorcycle or motorbike, the Clerk shall deliver to the licensee, a license emblem (in such style and form as prepared by the Village Clerk) for the current license year, and the licensee shall affix the same on the state license plate or plate frame.

Immediately upon the sale of any vehicle licensed under this chapter, when such sale is made prior to the date of expiration of such license, the licensee shall remove the license emblem from the vehicle so sold and within three days of the date of such sale shall give to the Village Clerk written notification of such sale, showing the date thereof, the license number of the vehicle so sold, and the name and address of the purchaser; thereupon, such license shall cease to apply to the vehicle so sold.

(A) Whenever the owner of any vehicle licensed under this chapter before the expiration of such license, sells or otherwise disposes of such vehicle and acquires another vehicle, and desires to transfer the original license to the newly acquired vehicle, and notified the Village Clerk of the sale, as herein provided, such owner shall make application to the Village Clerk for such transfer. The application shall state the name and address of the licensee and a description of the newly acquired vehicle and such other information as the Village Clerk may require, and upon payment of the appropriate fee, the Village Clerk shall transfer such license to apply to the newly acquired vehicle.
(B) The transfer fee shall be $1 provided that if the newly acquired vehicle is in a class requiring a higher license fee than was paid for the original license, the transfer fee shall be the amount of the difference between the fee paid for the original license and the license fee fixed for the newly acquired vehicle, plus the sum of $1.
(C) The transfer license must be displayed within 30 days of purchase of the new vehicle. If the transfer fee is not paid within 90 days of purchase of the new vehicle, the fees in § 71.04 shall apply.
