(A) The officer on observing and stopping a vehicle that is in violation of an offense listed in § 70.99 may, in lieu of an arrest, issue a “P” ticket for such offense.
(B) A “P” ticket to be issued is to be filled out by the officer issuing the citation, and the hard copy (envelope for mailing of the fine) is given to the offender and an explanation sheet attached.
(C) The offender has ten days to appear at the police station, show proof of compliance and pay the $20 administration fee. If the driver does not pay the fine stated on the envelope ticket within ten days, then the final notice is given, which is mailed to the offender stating the date such final notice is given.
(D) If the person does not pay the fine within the date of the final notice, then the “P” ticket (which is the white complaint) is filed in the court and the yellow copy, being a notice to appear, is mailed or served on the offender. The court date is inserted in this notice.
(E) In court if the offender does not appear or has not paid his or her fine within the three working days provided on the ticket before the court day, then a summons is prepared and issued by the court to bring the offender or violator into court. As issued, a judgement may be taken for the amount of the claim and this is processed like any other debt claim.
