Any requests that the fees in § 34.05 be reduced or waived must be made in writing at the time the request for the records is presented. The person seeking the reduction or waiver shall state specifically how the production of the requested information primarily benefits the general public as set forth in Section 6(b) of the Freedom of Information Act (hereinafter referred to as Act).
