(A) The village hereby establishes the following costs and charges which it finds and determines to be the actual costs of reproduction:
(1) Copies of records: $.50 per page per side.
(2) Certification of documents: $2.50 per document.
(B) Payment is required in cash or by cashiers or certified check at the time the records are delivered. These same charges shall apply to copies or certifications of personnel records. For any requests that require ten or more single sided pages (or five or more double sided pages), the village shall require an advance deposit to cover copying costs prior to the copies being made. Any delay in excess of 24 hours in receipt of such deposits shall not be included in determining the applicable time period for production of the records.
