§ 32.065 ESTABLISHMENT.
   The Village Police Department is hereby established pursuant to the provisions of the Illinois Compiled Statutes .

§ 32.066 POSITIONS ESTABLISHED; APPOINTMENT.
   (A)   The Village Police Department shall consist of the following sworn personnel: One Chief of Police; one commander; and such numbers of patrolmen as may be authorized by the corporate authorities from time to time.
   (B)   The Chief of Police shall be appointed by the Village President with the advice and consent of the Village Board of Trustees.
   (C)   The commander shall be appointed from among the full-time sworn police officers by the Village President with the advice and consent of the Board of Trustees. The appointment shall be a duty assignment and not a promotion in rank. The hierarchy of the Village Police Department shall be as follows: Chief of Police, Deputy Chief of Police, Police Administrator, commander, sergeants and patrolmen.
   (D)   All other full-time sworn police positions will be subject to the appointment, promotion and discipline procedures as established by the Village Fire and Police Commission, pursuant to the provisions of the Illinois Compiled Statutes.
   (E)   Non-sworn personnel may be employed by the Police Department to perform such duties as designated by the Chief of Police.

§ 32.067 PERSONNEL BOUND BY RULES AND REGULATIONS.
   All personnel of the Village Police Department, both sworn and non-sworn, are bound by the rules and regulations, and policy and procedures manual as promulgated by the Police Department and approved by the Village Board.

§ 32.068 PART-TIME POLICE OFFICERS.
   (A)   Employment. The village may employ part-time police officers from time to time as it deems necessary.
   (B)   Duties. A part-time police officer shall have all the responsibilities of a full-time police officer, and such specific duties as delineated in the General Orders of the Village Police Department, but the number of hours a part-time officer may work within a calendar year is restricted. Part-time police officers shall not be assigned to supervise or direct full-time police officers. Part-time police officers shall be trained in accordance with the Illinois Police Training Act (Ch. 50, Act 705, §§ 1 et seq.) and the rules and requirements of the Illinois Law Enforcement Training Standards Board.
   (C)   Hiring standards. Any person employed as a part-time police officer must meet the following standards:
      (1)   Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform assigned duties.
      (2)   Be at least 21 years of age.
      (3)   Pass a medical examination.
      (4)   Possess a high school diploma or GED certificate.
      (5)   Possess a valid State of Illinois driver’s license.
      (6)   Possess no prior felony convictions.
      (7)   Any individual who has served in the U.S. military must have been honorably discharged.
   (D)   Discipline. Part-time officers shall be under the disciplinary jurisdiction of the Chief of Police. Part-time police officers serve at the discretion of the village authorities, shall not have any property rights in this employment, and may be removed by the village authorities at any time. Part-time police officers shall comply with all applicable rules and General Orders issued by the Village Police Department.

§ 32.069 UNIFORM ALLOWANCE.
   (A)   A clothing allowance shall be provided by the village to the employees to the Police Department in the amounts as specified.
      (1)   Full-time employee - $350 per year.
      (2)   Part-time police officer - $175 per year.
      (3)   Part-time, non-sworn employee as specified in enabling legislation or by authority of the President and Board of Trustees.
   (B)   This disbursement of funds will be completed by draft on May 15 and November 15 of each year, directly to the involved employees, at a rate of one-half of the total amount due.
   (C)   The amount specified as inventory maintenance in the budget for the fiscal year by the President and Board of Trustees shall remain in the general fund and is subject to obligation by the Chief of Police by established purchase order procedures.

§ 32.070 ADMINISTRATOR; ESTABLISHMENT; APPOINTMENT.
   (A)   There is hereby created the position of Police Department Administrator. The Police Department Administrator shall be appointed by the Village President with the advice and consent of the Board of Trustees.
   (B)   The compensation of the Police Department Administrator shall be determined from time to time by the Board of Trustees.
   (C)   The Police Department Administrator shall assist the Chief of Police in the administration and operation of the Police Department, and shall perform such other non-law enforcement duties as may be directed from time to time by the Chief of Police.

§ 32.071 DEPUTY POLICE CHIEF.
   In accordance with ILCS Ch. 65, Act 5, § 10-2.1-4, the position of deputy police chief is hereby created in the village. The deputy police chief shall be appointed by the Chief of the Police Department. The salary of the deputy police chief shall be determined from time to time by the corporate authorities of the village.

   There is hereby established a Police Pension Board pursuant to Article 3 of the Illinois Pension Code.
