Section 3. Displacement Rights.
   Any employee affected by layoff under Section 1 or 2 of this Rule XII shall have the right to displace another employee in their classification or any classification prerequisite to promotion to their classification who has the least seniority, lesser than their own, as a continuous City employee.

   If an employee is laid off, due to any union bidding, prior to completion of their 90 day probation, the employee shall be restored to their original position on the eligibility list from whence they came and shall be certified when a position becomes available until such list expires without renewal.
