Expenditures from funds appropriated by Council for property, equipment or activities under the jurisdiction of the Parks and Recreation Director, after certification by the Director to the Director of Finance of the amounts and purposes thereof, shall be disbursed in the manner provided for disbursement of municipal funds by the laws of the State and the City Charter and ordinances.
